Located on the southern bank of the upper Yangtze River, in the heart of the Three‑Gorges Reservoir Area and eastern Chongqing, Shizhu County is a place inspected in person by General Secretary Xi Jinping, who placed high expectations on it. It is the only officially designated pump‑valve industrial base in Chongqing Municipality.
The base consists of two functional zones: the Pump‑Valve and Instrument Processing Industrial Park (Zone B) and the Casting & Forging Industrial Park (Zone C). It boasts 420,000 square meters of standard factory buildings with ample carrying capacity and well‑developed infrastructure meeting the “seven‑access and one‑leveling” standard. The pump‑valve and instrument industry in Shizhu has received support under Chongqing’s “One County, One Policy” initiative and is included in the municipal advanced manufacturing development industrial map.
Shizhu has innovated the “Three Collaborations, Four Drivers, Five Linkages” development model for its pump‑valve industry. Leveraging targeted assistance from CNNC and cooperative support from China National Machinery Group, it has built industrial chains together with central and state‑owned enterprises including China National Instrument Group, Chongqing Machinery & Electric Group and Silian Group. It has engaged Academician Ma Yushan, an expert in industrial control valves and Member of the Chinese Academy of Engineering, as the consultant for the industrial base. It has jointly established the Chongqing Pump‑Valve Industry Association with over 100 leading enterprises such as Chuanyi Co., Ltd. and Chongqing Pump Factory. Technical cooperation has been established with the Chongqing Research Institute of Harbin Institute of Technology, Kaifeng University and Shenyang Valve Research Institute.
To date, a total of 126 projects have been signed with contracted investment of 5.156 billion yuan. Sixty enterprises along the pump‑valve and instrument industrial chain have been put into production, and the total output value of the whole industrial chain has exceeded 3 billion yuan. Focusing on the complete pump‑valve and instrument industrial chain covering front‑end materials—casting and forging—key components—mechanical processing—complete‑set equipment — comprehensive supporting services, Shizhu will strengthen and supplement the industrial chain, foster a new ecosystem featuring talent pooling, resource concentration and industrial clustering, and build the largest pump‑valve and instrument industrial cluster in western China.
